Operation Northwoods

U.S. military devised a detailed plan to commit acts of terrorism in Miami; Washington, DC; and American base in Guantanamo Bay, to be blamed on Cuba to give the U.S. a pretext to invade. "Operation Northwoods" made it all the way to President Kennedy. Imagine the lies that would still be told today had he approved it.

Operation Northwoods was originally a "Top Secret Special Handling" document; it is now "Unclassified" and can be viewed in the National Security Archive.

The last sentence of the document may be the most disturbing. After all, we expect the military to blow things up and kill people and to make plans accordingly. but aren't the so-called diplomats in the Department of State supposed to work to avoid confrontation? Apparently not. The last sentence of the "Operation Northwoods" plan:

"It is understood that the Department of State also is preparing suggested courses of action to develop justification for US military intervention in Cuba."
