Operation Northwoods was originally a "Top Secret Special Handling" document; it is now "Unclassified" and can be viewed in the National Security Archive.
The last sentence of the document may be the most disturbing. Apparently not. The last sentence of the "Operation Northwoods" plan:
"It is understood that the Department of State also is preparing suggested courses of action to develop justification for US military intervention in Cuba."
